About time-zones and posting entries
When you schedule an entry to be posted in the future, it is posted according to your blog's default time-zone. For example, if you schedule an article to be posted at 9 a.m. and your time-zone is set to EST, the article is posted at 9 a.m. EST.
The Format Date section under Advanced Options on the post article page does not determine when your post will appear. It determines the time-zone that the time-stamp on your entry will display.
For example, if your time-zone setting is EST, and you choose 9 a.m. as your publication time and choose US/Pacific from the Display Publish Time As drop-down list when creating the entry, the entry will have 6 a.m. PST in the article dateline.
